The Client
The Minnesota Department of Health (MDH) maintains a database of nursing assistants who have successfully completed training and testing through an approved nursing assistant program.
The Nursing Assistant Registry (NAR) is the single most important resource for employers. Minnesota has approximately 140 approved NAR training and testing sites.
Training Need
To maintain certification, nursing care facilities must undergo an unannounced survey conducted by the Compliance Monitoring Division (CMD) of the Minnesota Department of Health. The Centers for Medicare and Medicaid Services (CMS) requires that facilities in Minnesota be surveyed according to federal standards every 12 - 18 months. The survey teams observe nursing assistants providing care to residents, document improper procedures, and cite the facilities for any deficiencies in resident care.
The challenge
The majority of nursing assistants had little knowledge of the survey process and no understanding of why they were being observed by outsiders. They found the process intimidating and confusing.
The CMD determined that training about the CMS survey process would help nursing assistants feel more at ease and less prone to mistakes due to nervousness. This training would then become part of all approved training for Registered Nursing Assistants in Minnesota.
The E-training Choice
For the following reasons, e-Training was determined to be the most efficient method for delivery of content in several languages:
- Nursing Assistants come from diverse backgrounds, various cultures, and have differing levels of formal education.
- CMD determined that visual learning with a simple, easy-to-understand voiced narration would be most appropriate for this audience.
- All training sites and care facilities have DVD players and/or VCRs, providing convenient access to the training.
E-training Solution
CMD chose Media Production Services to partner in the creation of a training video for nursing assistants. The project was accomplished in three phases.
Phase I
The completed video was produced in English with open captioning, and was then made available in both VHS and DVD formats. The video was also provided free of charge to all NAR training and testing centers, Minnesota Nursing Homes, Board and Care Homes, and the Centers for Medicare and Medicaid Services.
Phase II
The voiced narration and captioning were translated into Spanish, Hmong, Somali, Russian, and Vietnamese. These translations were recorded and added to the DVD.
Phase III
The video was compressed for streaming over the Internet from the MDH web site.
Outcome
The video training has received national attention and serves as a model training tool for future MDH video productions. Most importantly, the video helps MDH meet their mission by reinforcing the provision of quality residential care to Minnesota seniors and disabled individuals.
